The National Conference of the Association for the Election of the Executive Office for the Term 2024/2029
On July 1, 2024, the Third National Conference was held. Its agenda included the following:
- Presentation of the financial and literary report of the association by the president of the outgoing office for the term 2020/2024 and submission for approval.
- Opening the nomination process for renewing the executive office for the term 2024/2029.
- Establishing a work program for the elected office with a future vision for 2023.

Minutes of the Extraordinary General Assembly
On July 1, 2024, at 12:00 PM, the Extraordinary General Assembly was held in the auditorium of the National People’s Army Club in Constantine, on the sidelines of the national conference titled “Social Innovation,” which was supervised by the National Economic and Social Council and under the high patronage of the Minister of Youth and Sports. The president of the association invited all members and affiliates in general and specifically summoned the founding members of the association since June 15, 2024, through official invitations to discuss the following agenda:
- Changes in the executive body.
Mr. Hbirat Abdel Razek, as the president of the association and the one who called for the Extraordinary General Assembly, opened the meeting. He confirmed the legal quorum and announced that it was achieved with a majority of half plus one, with the presence of 13 founding members representing 12 provinces. Before starting the agenda, the president presented the names of the members who met the requirements for nomination to be approved for membership in the general assembly. The attendees unanimously approved their participation in the conference, bringing the total number to 30 members representing 22 provinces of Algeria.
Before announcing the dissolution of the current office, Mr. Hbirat handed over the candidates’ files to us, Mr. Rashidi Mohamed Said, in my capacity as the Deputy Secretary General. He excused Ms. Nasib Fatima, the Secretary General, who was absent for compelling health reasons, wishing her a speedy recovery and announcing her exemption from the position due to her inability to perform her duties because of illness.
The president announced the desire to renew the leadership body, encouraging nominations from women and youth, especially those with a university level, in the interest of nurturing future leadership. He then declared all positions of the executive body vacant and opened the nomination process, handing the floor to us as the session secretary.
I requested the attendees to appoint a nominations committee, and Mr. Hamza Kabout stepped forward, announcing the opening of nominations for the position of president of the association for the next term. No one stepped forward, prompting the attendees to request Mr. Hbirat Abdel Razek to submit his application. Based on this endorsement, Mr. Hbirat Abdel Razek agreed to submit his application, and since no other candidates were presented, his nomination was put to a vote, which was unanimously approved.
Subsequently, the chairman of the nominations committee opened the nomination process for membership in the office, with 7 candidates presented and unanimously approved.
The chairman of the nominations and voting committee then handed the floor to Mr. Hbirat Abdel Razek as the president of the association for the third consecutive term.
Mr. Hbirat Abdel Razek announced a 5-minute break to consult with the new office members, after which he announced the installation of the office in the following order, presenting it for approval, which was unanimously accepted:

Thus, at around 2:00 PM, the list of amendments to the executive body members was unanimously approved. Therefore, the approval was unanimous on the same day, month, and year.

This event occurred during the interlude of the school day, organized by the association in collaboration with the National Economic, Social, and Environmental Council, under the theme “Social Innovation.” Its purpose was to outline a comprehensive roadmap for activating the solidarity economy and to advocate for the Algerian government to adopt pragmatic policies that invest in youth, encourage entrepreneurship, and promote innovative ideas. Furthermore, the initiative sought to foster collaborative relationships to leverage international programs, such as those from the United Nations and the European Union, in pursuit of sustainable development.
